Abstract

It is necessary that the Basque Autonomous Community and the State reach an agreement because otherwise there could be a situation of a lack of power, and the Diputations would be legitimated to collect taxes and the State would lack the means to do so. The Settlement must have an undefined duration and, also, headway should be made in the mechanisms of collaboration between the State and the Basque institutions. Especially in European community matters, in which it is absurd to have institutions with full taxation competencies that cannot have their say in matters that affect them directly.
