These laws acquire, therefore, a substantial role in the articulation of the model designed in the settlement, configured as they are as a key element that guarantees certain stable financial relationships with the State. They constitute a compulsory point of convergence, every five years, and they are the adequate instrument set to accommodate and adapt, to the circumstances of the times, the whole of the financial relations between the State and the Basque Country.
