Abstract

The Statute of Autonomy of the Basque Country set the basis of what was to be the Settlement, it was still necessary to establish what the Settlement was to regulate and how this was to be done. It was therefore a decisive time in terms of Basque self-government. The Basque commission was presided by the person who was then Economy and Taxation Counsellor, Mr. Pedro Luis Uriarte, and integrated by representatives of the Basque Government and of the Statutory Diputations. The first part of the Settlement, concerning taxation normative capacity, was difficult to negotiate, but the second part, on the quota, was even more difficult.
