Abstract

The Government of Navarre took the initiative in the elaboration of the 1990 Settlement. It did so after coming to the concussion that only by means of a new Settlement would it be possible for Government of Navarre to assume, without too big a cost, the state education and health services. On the Statutory Community’s side the negotiating commission was integrated by practically all the political parties represented in Parliament. The will of the Statutory Government was to attain the maximum possible level of consensus and this was translated into the composition of the commission.
