Abstract

In this volume devoted to the operation of the regions in the European Community, it is necessary to analyse certain problems that affect the system of jurisdictions in the European Communities. The jurisdictions that are exclusive to the States have been classically established as a horizontal-type delimitation. However, this is a situation that is quite incomprehensible without the aid of a grid for the vertical analysis of such jurisdictions, as they are all regulated by the principle of action. In fact, a reflection on the allotment of jurisdictions between the State Members and the Community is necessary, starting from the fact that in the European Communities there isn’t such a thing as a system of allotment of jurisdictions based on a list included in treaties. This situations compels us all towards a vertical approximation.
