Extract on Basque Country of a book written by Dezert, "La Institution de l'Espagne au XVIII siècle". Mention is made to the fact that, due to the "Fueros" (Special Jurisdictions), there was no conscription either in Navarre or in the Basque Country. The king had garrisons in Ondarribi, Donostia - San Sebastián and Pamplona, but they were financed and run by him.
