Abstract

The problem with elementary schools is that legislation has been enacted without taking into account the characteristics of each region and of its rural areas. Furthermore, transferring teachers to areas in which in some instances they are displeased with, together with the lack of teaching materials and buildings only aggravates the problem. It is necessary to improve the education of the teachers making them even go to university if necessary
