Gastu bereizietarako kredituen erabilera eta kontrola: euskal ogasun sistema juridikoaren kasua

Abstract

Over the last few years, credits intended for secret expenses have generated considerable confusion in the both in the State Public Administration and in the Basque Autonomous Community. Most of the doctrine and jurisprudence questions the existence of such credits in a Law-abiding State and studies the limitations to which such credits should have. The answers to these problems are found in the Basque Law 5/1997, on the use and control of credits intended for secret expenses.
