Abstract

With the revolution of 1868, there are some changes in Spain and in Biscay. In this situation the gobernement calls to general elections for doing a new constitution. In Biscay there are three candidatures: the carlists, the liberal and the radical-liberal, with diferents programs. The victory of the carlists was by an overwheling majority, because they were stronger, the liberals went separate and more liberals didn't go to vote
