Generally, states are an important part in the assesment and developing technologies. But traditional values have collapsed, because of serious problems in the implementation, control and distribution of technological develpment. So that, the actual situation requires new paradigms in order to rearrange state fuctions in this issue. New practices and institutions have appeared already, which are reflecting a new attitude towards the relationships between technology and state.
