Flanders considers the intra-state participation in international decision making through co-ordination and collaboration with the federal level as very important. On the other hand Flanders explores intensively the possibilities for extra-state participation. For EU-policy, formal structures such as the Comittee of the regions exist and other more informal instruments. For multilateral policy new possibilities are emerging of which one important initiative is the Network of regional governments for Sustainable Development (NRG4SD).
