Abstract

My analysis shows that the Free State of Bavaria, rather at the periphery of Germany but in the centre of Europe, aims to balance the claim for autonomy and the desire to participate in the political life of Germany as well as of Europe. Independence and integration are not seen as incompatible, but rather represent the special position of Bavaria.
