In 1790 the religious orders were suppressed, in spite of which, the bishop decides to make a visit to his diocese. After that, the bishops were substituted by civilians and Villeviell reacts writing a pastoral letter. In reaction to the obligation of swearing the "the Clergyman's Civil Constitution", Villeviell moved to Urdach in March 1791. He then returns to France to go in exile to Pamplona and thereafter to retire to the monastery of Oliva
