Abstract

The base principle of right to fishing was one of total freedom and equal access of the States to sea resources. General regulation of fishing is born in the Second World War. As from this moment, this right will be modified in various stages and the European Union is to institute a community regime for fishing and aquiculture. These procedures will be subjected to important modifications in 2002.
