The author analyzes all aspects of music, orchestras, chamber music, lyric music, chorals, etc. and comes to the conclusion that there is a deficient infrastructure for music. The author considers that music is not considered an art or culture. Basque music is created by Basque musicians, and it can be based on Basque folklore or not. The author then studies four composers that represent Basque music: Luis de Pablo, Carmelo Bernaola, Félix Ibarrondo and Antón Larrauri
