EU policy for application of ITC

Abstract

The liberalisation of European Telecommunications, begun 10 years ago and nearing completion now, has created the bases for successes such as the explosion of mobile telephony and for the emergence of electronic trade. To leverage these achievements, European R & D should be reinforced, an agreement on the next generation of mobile communications must be found quickly, and the framework conditions for electronic commerce, such as encryption rules, must be established on a global level.
